The proposal for Expo 2031 Minnesota has taken a significant step forward with confirmation of a U.S. federal letter of support, strengthening the bid to host what would be the first A1 International Horticultural Exhibition in the United States.
The endorsement, issued by the U.S. Department of Commerce and the U.S. Department of State, marks an important milestone in Minnesota’s multi-year effort to bring an international horticultural exhibition to the American Midwest. With this national approval now in place, AIPH has confirmed its satisfaction with the proposal at the international horticultural level, and the project will next be prepared for formal consideration by the Bureau International des Expositions (BIE).

Led by Expo CEO Wendy Meadley, the Minnesota organising team has shaped a proposal centred on sustainability, regenerative landscapes, climate resilience, community wellbeing and global horticultural exchange. The Exhibition is scheduled to run from 1 May to 15 October 2031, under the theme “Human/Nature – Where Humanity and Horticulture Meet.”
The proposed Expo would take place across a 240-acre site near the Mississippi River in Dakota County, featuring five ecological zones—Tropical, Arid, Temperate, Continental and North Star—representing plant life and climate systems from around the world. Over six months, the organisers anticipate welcoming around six million visitors, supported by long-term infrastructure that will transition into a regenerative mixed-use district after 2031.
In addition to large-scale visitor attractions, delegates would encounter international country pavilions, horticultural showcases, educational programming, landscape experiences and legacy infrastructure designed to promote tourism, green innovation, research partnerships and community development.

Speaking on the confirmation of federal support, Wendy Meadley said:
“Federal recognition confirms the national significance of Expo 2031. It will deliver profound economic, diplomatic, and cultural impact for Minnesota and the entire United States. We are honoured to have full Administration support as we prepare to welcome countries, growers, innovators, and visitors from around the world to America’s first A1 International Horticultural Expo.”
AIPH President Leonardo Capitanio commented:
“The approval of the A1 International Horticultural Expo 2031 in Minnesota is a historic first for the United States. It marks a decisive step forward for our global industry and confirms that horticulture is now recognised as a strategic driver for climate resilience, innovation, and urban regeneration.”
AIPH Secretary General Tim Briercliffe added:
“An A1 Exhibition is a major international undertaking. Minnesota’s detailed planning and long-term commitment are clear, and this federal endorsement marks a decisive step forward.”
AIPH Senior International Relations Manager Treve Evans said:
“This is a landmark moment for Minnesota. Wendy and her team have demonstrated exceptional drive and determination throughout the development of their proposal.”
With AIPH approval requirements now met, the organising team will progress toward BIE recognition, the next stage of the international process for A1 horticultural exhibitions.
